stupid question....sorry

sorry peeps for the question...i finally got my 3.1 goin today, new dizzy and all the fixins,new fuel pump and filter,i know its not perfectly in time due to not havin a timing light,had it runnin on old fuel so i bought 5 gallons og high octane and some berrymans fuel cleaner to attempt to enen it up some. runnin half a$$ decent for what it could then it threw me a light (code 21 for tps). ran and got another but it bogs some and have to ease the throttle. So heres the question and sorry for not being able to find it in the search.....how do you set the tps since there is very little play in the mounting screws?i tried to turn it a tad but it got worse. Also how is the idle relearn actually done? any help ids appreciated since its my daily driver and tired of being in foot,lol. once again sorry since im sure its been asked many times
