Would a HV/HP oil pump pull too much oil through a 7 QT pan?

I have noticed through an electric OPG (auto meter Ultra lite) That at higher RPM's that the pressure will drop to almost 0 and it looks like sometimes 0. Bad OPSU? Using brand new gauge and brand new auto meter OPSU. When warmed up, car idles with around 25 PSI. Thing is, I don't remember if I used a standard oil pump or a HV/HP!

no! but having the oil pump pick-up fall off the pump, or having the oil pump pick-up being mounted too close to the oil pan floor WOULD produce those symptoms
