1991 Z28 TPI Won't start... HELP!

Ok, I have been burning up the search button for 3 days, what i know is this.

All fuses (in fuse panel under dash and 20amp next to battery) are good. Fuel pump primes, Vats module is sending correct 30hz signal to ecm. Have good spark, distributor reference pulse, only code 12 present.

air, fuel, ignition. If it starts with carb cleaner, see if the injectors are pulsing correctly, and if it doesnt start, check timing.

Just because the pump primes doesn't mean you have pressure. Throw a pressure tester on that bad boy n see what it does when primed. Perhaps a clogged fuel filter?
