turn signals won't work

I don't have a service manual for my car. I know I need to get one but I'm having an issue right now. My flashers (4 ways, hazards) work but my blinkers do not. They won't turn on at all. I went to the parts store and bought a new flasher but the only one I can find is the one for the flashers on driver side. Just below the steering wheel. I've done some research and everyone is saying that there are 2 flashers. One for the flashers and one for the signals. Where is the other one? I don't want to tear my car a part searching for the other one. Any help would be much appreciated. Is this my issue or something else? Thanks for your help.
