heat coming out floor vents when in off mode

Ok this was last summer, I have an 86 Camaro with A/C. The heater, vent & defrost modes all work, the hot and cold modes seem to work also. When it is in "off" mode it hot air comes through the floor vents when the car is moving whether it is set to cold or hot, but it seems to be hotter if set to hot. If I set it to def, or ac or vent, no air will come through the heater.
Any ideas? annoying having hot air coming through heater on a warm summer day. I never remember this car doing that before, have owned for a long time.

Diverter Converter

Sounds like the Heater Water Valve is not functioning.

It’s supposed to get vacuum when the HVAC control is set to COLD.

See if it is.

The Heater Water Valve is located on the right side of the intake manifold, ruffly 2/3 near the front.

You should see water hoses going to it.
