I start the Camaro up last week and hear a strange whine. I know for sure its not the power steering. I know the alternator is good. It increases when the motor revs, I'm lost at this point? Maybe harmonic balancer? Maybe a pulley? Accessory pulley?

Any ideas? I would like to resolve this issue because it is quite annoying!

 

More than likely it's something accessory belt related. Just to be sure you can take the belt off and start it for a few seconds and see if the noise is still present. With belt off you can turn pulleys by hand and see if any have excessive drag. If you have a stethoscope handy you can pinpoint it. If its whining all the time more than likely its not the harmonic balancer.
