Wont Run!

I have a 91 Camaro Z28 350 swapped with TPI that won't start unless I put starter fluid in throttle body. It will crank but won't start. No headlights and electric windows won't go down. I don't hear the fuel pump prime. I've put in a new fuel pump. I've put in a new vats bypass module in. I've changed the two relays on the fire wall. I've put in a new oil sending sensor I've changed every single fuse under the dash. New Ignition coil. still can't get the car running. can anyone help? Thank you

Sounds like one of the fusible links down near the starter.

I was thinking the same thing, but I have the old SLP short tube headers and it looks like I'm almost going to have to drop the passenger side to access the starter and wanted to rule anything out before I do it.
