First time owning a 3rd gen camaro. I have a 90 Camaro IROC TPI can you guys tell me if this is the return fuel line? And if so is the end with the rubber hose pose to be hooked up to something? Thank you.
Maybe a vacuum line such as the "supply" to the HVAC or some such. Maybe windshield washer. Tracing the hard line it's attached to might offer a clue. Discovering what doesn't work might offer others.
A photo from a bit farther away that showed more of what's around it would help. That might show us, for instance, nearby hose nipples of that same size whatever it is, with no hose on them.

I think your looking at wrong line. I circled the line I'm taking about. It's a hard line with a short black rubber hose at end.

It runs with 2 other hard lines towards the firewall then down the frame and undercar
Yeah that's the one I thought you were talking about.

What size is it?
Which side of the car is it on? Front or rear of the engine compartment (I guess that's what's around it? Or maybe not?)
It's just really impossible to tell what it is, in an information vacuum like that. It's zoomed in too tight to tell much about it.
2 hard lines running to under the car sounds like it could be a tank vent butt it looks too small to be any of those although as said, it's impossible to tell what size it is.
But, , , since it looks kinda sorta like I see some power steering lines in the pic, and what looks like a corner of the washer fluid tank with blue washer fluid in it, I'm going with the front driver's side. Given that it looks like a fairly small diameter metal line with a very short rubber hose on it that still has a clamp on the end, my guess is gonna be that it's not a "return" line, it's the fuel tank's vent line as Sofa suggested it might be, that is supposed to ultimately end up going to the VERY likely to be found to be deleted charcoal canister......

You line is supposed to go to this device, which then connects to the charcoal cannister. You can see this device in the pic with the charcoal cannister, just to the lower left of the "F" in the word "Front" (to the upper right of the fluid pump on the washer fluid tank)
Your gonna want to replace all the missing parts, lest you spend the rest of your ownership smelling fuel. DO NOT simply block off that line! The fuel system becomes very unhappy when it's as designed fuel tank vent has been circumvented....

Thank you the wierd thing is the Charcoal canister is there. The guy said you could smell gas fumes bad and I would guess that would be the reason why.

Yep, it's very likely that there was some malfunction in one part of the stuff I showed in my (shamelessly stolen) pics (My car is a Firebird, so all that stuff in on the passenger side).
This is called the "EVAP" system and it's function is to let the tank vent into the charcoal cannister VS letting the fumes go free into the atmosphere. If it malfunctioned, and the previous owner didn't know how to troubleshoot & repair what went wrong, it's likely excessive pressure was building up in the tank and as a backyard kludge he disconnected that hose. The bottom line is that you now know what it is, your mission now being finding out why it wasn't working to the point of it being disconnected, fix what's wrong, and hook it back up so the fumes go into the cannister VS into your passenger compartment as you drive
