clean the carb, run no air cleaner, high octane gas with timing bumped up, just a few, not much for free though.

Cheap? Strip everything you don't need out of the car. A 170hp 3000 pound car is quicker than a 170hp 3500 pound car. Doesn't cost anything to take stuff out.

Power costs money. "Low buck" and "add-ons" do very little to actually making real improvements. Putting on that K&N filter gives 15 HP? Maybe of your old paper filter was plugged solid.

Cam, intake and heads are the best ways to make power (other than NOS). Everything else just enhances what's already available.

A port and polish job on the intake and heads are a good, cheap boost, costing only the abrasives kit ($30) and a goot bit of work.

The best thing you can do, it isn't the cheapest though is to lighten up the rotating assembly, this means, crack, rods, pistons, clutch or torque convertor, transmission rotating assembly, driveshaft, rear end, anything that rotates. Next lose any and all weight possible on the car(the same for you, LOL).

I have more tricks but I use them alot in the series I race in so I don't want to disclose them.
