when i removed the carcoal canister off my carbed 84 TA, i plugged the vacuum ports with these little flexible plastic caps from Moroso....they came in assorted pack with different sizes and the just slide over the vacuum ports...they seem to fit nice and tight. i have also seen hard plastic plugs that go in to the the vacuum ports...not sure who makes those...probably Mr. Gasket and companies like that.

hope that helps....i do believe its a good idea to plug those vacumm ports some how
