Engine what should i do to get most power?

Okay I have had my 1986 IROC for 5+ years and I am finally starting to get money for it. One of my friend's got a 1998 Z28 and all he talks about is how fast his car is, and that it puts down 305 hp at rw (ever dynoed though). Well I want a new engine so I can wake him up. Money isn't really an issue but I want to spend no more then 6k so I have some left for rear end and interior.

I was thinking about an LT1 swap for the 305, but then moving motor mounts, I am not sure if I want to do that. Plus aren't the Lt1's flat at top end? Now I am thinking of getting a ZZ4 but I happen to live in California and out of that the Worse county about smog regulation (ventura county). So fat chance. I wouldn't mind a regular 350 stroked to 383, with a hot cam and good heads, basically the works almost (keep in mind 6k). I don't really know what is good out there for this type of stuff. This will be a good start to total third gen domination. Any help will be greatly appreicated, suggestions, what you have what you like and dislike about it too. And yes I am going to upgrade the TPI unit too. Thanks for your help and time
