I can't say i know enough about the mechanics of this to say whether or not it's possible, but it seems unlikely to me, and everyone i've told about it says it's BS:

My friend has a 92 Z28 with the LT1. He recently went to canada to buy twin turbos with 425hp each, at $3000 a piece. He claims that with this added, he ran a 7 1/2 second quarter mile. That's damn fast, and i want to know if he's mistaken.

It's possible. Bob Reager is running a TT "small block" that runs in the 6's. You're right though 7.5 secs sounds really really really fast. If he hasn't done anything else to the car then he's a liar, and not even a good one at that.

 

I have seen a 71 camaro that was
A 2300lb car with a 1000hp big block that backed by a Lenko 5-speed and a four link run low 7s. To run a 7.5 requires a really good set up a very light tube frame car and he would have a trap speed or at least 160mph.
If it was not a tube frame car that cost him 10,000$ then there is no way. If the car even started out life as a street car then it is very doubtful.
