Cant set minimum air, why???

I went through the procedure as outlined in the tech articles here as well as the procedure in my Chevy TPI book, and I can't make it happen. I jumper terminals A & B in the ALDL with the ign on, then wait, disconnect the IAC from the computer, and then try and start the car. Only problem is the car won't start under those conditions. It turns over, stumbles a second or two, then dies. Seems like this could be a problem unto itself. Any ideas?

Open up the screw enough to keep the car running when you start it and set it from there.

You'll have to have someone pedal the accelerator to keep the engine running while use adjust the throttle plate adjusting screw. Or as written above, open it up more than needed, then adjust closed after cranking.
