Code 22 throtle position low volts

Whats that about? what should the volts be? What are the effects of this? how do I erraticate it?

Car: 1985 Iroc-Z

Engine: 1 BA 305 TPI

Transmission: Probuilt 700R4 - 2800 Stall Midwest

Axle/Gears: 3.42

There is a tech article that explains how to set up the TPS. The voltage at idle should be .54V. At WOT mine is at 4.3 - 4.6. I'm not real sure what it should be at WOT.
