Injectors not pulsing right away. Why is that?

Injectors not pulsing right away. Why is that?
We've been working on my friends 86 Z28 trying to fix his hard starting problem.
Car had some funky problems.
Had a couple of leaking injectors, a leaking Cold Start Injector, and a fuel pump that wouldn't hold pressure.
We installed a new set of Accel 24lbs Injectors, crimped the cold start line (I burned him an 89 chip so that isn't in use now), and put my holley fuel pump on.
Holds pressure perfectly, and the pressure is rock solid when running, his old pumps would fluctuate a lot.
Well, the car still has a hard start problem, but not as bad as it was. It still needs to crank for 1-2 seconds before it fires.
I checked the injector wiring with a test light and the injectors start pulsing after 1-2 seconds of cranking.
We swapped out the modules that go in the distributor and swapped computers. Still didn't change anything.
I have no idea what to check

Where is that setting and what do I change it to, if it's possible to change it.

it is under "Arrays" in winbin and has the title: Crank Fuel PW Multiplier vs. Ref. Pulse.
Scroll down to the bottom of the entries for it and you'll see 0's in the first 10 spaces. I have mine set to .3 (calculated values) in the first 5 and .5 in the next 5. Starts fine for me but you will have to play with it for your own setup.

I hope TunerCat is similiar since that is what I use.
Well, I have that setting in Tunercat with the 6EX def, but it crashes when I try to open that table.
6E def doesn't have that table in it.

I installed Winbin, but I don't have the right ecu file.
If you can email the ecu file for a 165 ecm, that would be cool.

Although I've never changed my stock prom (okay, bad me) my '89 fires up as soon as I hit the ket to "start"...don't know why you'd have to change start parameter, unless it is actually masking something else?

Well, I changed the programming and it fires up after 3 rotations. much quicker than before..
