Any mods?
I live in MD as well...
I run a straight pipe, fuel reg, advanced timing untill emissions then I switch to a cat/ base fuel/timing and actually get the
"fast pass" when I do emissions...

Did you get it to flash code 12? If not, do that first...verify the ECM is happy.

If you get 12, the ECM is getting a bad input from one or more sensor(s) and it doesn't know the data is bad.

You have a couple of options, you can try to track down a scantool and see what the ECM is doing. Look for it to go into Closed Loop mode. Look at the sensor inputs, particularly the Coolant Temp. You'll probably find it's staying in Open Loop mode, and you'll see why.

Or you can throw sensors at it, starting with Coolant Temp Sensor and moving on to Oxygen Sensor, etc....you'll hit it eventually.
