stalling and IAC & TPS questions

stalling and IAC & TPS questions
My 91 Z28 LB9 305 5-spd has developed a terrible stalling problem to the point of being undriveable. It starts fine and runs OK while cold, but after driving for a while, it stalls any time I need to stop. So I have been scanning the boards and this weekend my plan is:
1) Check base timing
2) IAC cleaning
3) Check TPS
4) Check PCV
5) Check for vaccum leak
If these don't fix it I'll need to look elsewhere.
I have two questions:
1) The tech article on IAC cleaning says to jump the A & B ALDL connectors with a paper clip, well I just bought a Sunpro scanner from JEGS:

If the scanner is set to engine mode, wouldn't it do the same thing as the paper clip? I'm assuming that the paper clip puts the car in diagnostic mode, right? I just got the scanner yesterday and have never used one. Has anyone used this one?
For the TPS, I have a Fluke voltmeter that was given to me for helping someone move, but I have never used one. It didn't come with any jumper wires, just probles with allegator clips and pulling those off displays the probes. Can I just probe the TPS from the back or do I have to make jumper wires? What's the best may to make jumper wires? One more question: the voltmeter should be set to vdc (volts dc right?)
Any insight would be great.
