More than just flooding!

I need some advice! I have put TPI on my 350 running 730 ECM w/ a chip burned by someone else. I cannot get the thing to start. There are puddles of fuel in my plenum (only one small fire so far). Even without the vacuum hooked up on the regulator it still floods. I have tried everthing I can think of twice if not more. Checked to make sure it is firing and not 180 degrees out, checked the injector wiring to make sure it is not grounded and fueling any time the key is on, etc. I am not sure the IAC valve is working correctly but I wouldn't think that would cause the overload of fuel. I have an Auto X-Ray and it seems that everything looks good the TPS shows .45v, MAP looks good, all the temps seem reasonable, but it does show (and this has me concerned) the desired idle is 3176 rpm but it show the learned idle step to be 40 and the IAC motor at 160 steps. Doing the field test with the ALDL A and B terminal you can hear the IAC making noise so I assume it is working, is there any way to test it? I have searched and tried some things that I found but couldn't find anyone with a plenum full of fuel. Any help would be greatly appreciated.

Start with fuel pressure leakdown check..i/e pressure the system and see how fast it bleeds off when you shut the key off.
