My car had the same problem. 305 86 TPI. I can't for the life of me remember what the problem was. I would crank it, it wouldn't turn over, then I'd push the pedal down and it would start right up. Maybe a worn/dying out MAP sensor? Change your PCV valve? Oh I remember- changing my fuel filter is actually what fixed it but it sounds like that may be a different issue. Leaky injectors is possible as well.

Yes. if you have leaky injectors then reguardless of how long you let it sit it would still have a little bit of a flood effect.

When you push the pedal all the way down during cranking there will be no fuel put in.
When the TPS is greater than 80% IIRC, there is "flood clearing" type of thing in effect. Your injectors may be leaking down and the fuel is already too much so when stopping additional fuel from entering, the motor starts.
This is only in effect during cranking below 300 rpm. After that the fuel runs normally.

With Fuel Injected cars, the correct starting procedure is to keep your foot OFF the gas pedal until it starts.

of course but no peddle and it will crank till the cows come home and no start. a little peddle and no start. peddle all the way to the floor and it starts albeit hard.

I would start by checking the fuel pressure with just the key on, it should be between 36/38PSI. if not, you have major problems.

Install a fuel pressure gauge, turn the key on and off a few times so the fuel pump builds up full pressure, and watch for any significant loss of pressure on the gauge after a minute or two.

Same thing happened to me with a bad IAC valve. Try unplugging it and see if it starts. That may or not tell you if it is bad. If that does not work you would have to measure the length of the pintle to plunger (look in a repair book) if the length is too long you will have to adjust it or get a new one. Mine was stuck in the closed position so I could only get enough air in to start it when I pressed on the gas to open up the throttle body.
Its worth a try...
