IAC testing

IAC testing
87 TPI is running rough when cold. I cleaned the TB spotless along with the IAC as per Vaders instructions.
IAC does not appear to be moving. I did the same with my 91 and when I first fired up the car, I could hear the IAC pintle extend. Did not hear it on the 87. I have a spare TB that I borrowed another IAC from and cleaned it. Doesn't seem to be moving either. Odd that both of them do not work but stranger things can happen I suppose.
Is there anything I can do to test them? Hook them up without screwing them into the TB and watch for movement ect?
I can get one from GM at cost but the damn thing is $60

It seems that the ECM may not be stepping the coils. If one of the two drivers is not functioning, the IAC pintle will not move. Both are required to operate in sequence to move the pintle rack. Can you meter any voltage at either coil pair?

I didn't put the meter on it cause I didn't know what to check for. Didn't find any info from a search other than what I already knew about this little bugger. Scan tool is giving a count but that is just what the computer asks the IAC to do, not what it realy does with a dead IAC. It is odd that both don't work but I still hope that is what it is, I'd rather not have to go thru that harness or have to deal with the puter.
I should hear that wine when the car is first started up and the IAC pintle is coming from it's fully recessed position after cleaning to meet up with the port right? I don't hear anything and when I remove the IAC afterwards, it is still in the fully recessed position. I heard the noise on the 91. Lasted about 2 or 3 seconds.
The dealer where I can get parts at cost is far from me and I am in that area tomorrow. Guess I'll have to fork out the $60.
