wont crank....

car: 1989 firebird formula 350 TPI

problem: car will not crank

diagnostics:

1) battery is not yet completely charged, according to the voltage guage it reads 10 volts so far, it is still charging, car was off the road for a while. does the car NEED atleast 12 volts to crank?????

2) car has given me problems in the past with not cranking, then all of a sudden it would crank..... my first guess was the starter solenioid, but its a new starter.....

3) starter relay makes a weird sound after trying to crank the car and it will not crank, the relay gives out a 'DRRRRR' sound, then stops

10 volts is not enough, pop the caps on the battery (if you have them) and I'd bet one cell isn't bubbling while the charger is on.

alright, but those relay sounds are normal for low power?
