Throttle Body Siezed?

Has anybody had any problems with the throttle body on a TPI engine seizing up?

I have an 86 Iroc which has been sitting for close to 9 months. Last week I got the battery charged up and went to start it. It started and ran for 20 minutes or so, but was running rich. I went to try and rev the engine a little, because my neighbors get annoyed, and the gas pedal was very stiff. I then went to try and rev it by hand and the throttle wouldn't move. The throttle body seems to be seized up. Just wondering if anyone else has had a problem like this.
