to pass 0.80-------- 15.00------------------- 2.50
im at ---19.87------- 27.50------------------ 0.33

okay lets get started i got a z28, tpi, 5.7l, 350, 1991 okay the car fails emissions by alot. so can anyone help with that i have new cats they work, i have put new plugs in, new wires for the plugs, new distributor and cap, a new o2 sensor, new maf sensor, new iac sensor i put all these new thing on it and i checked the injectors and there all in there right range im just get way to much fuel i can smell it out the back of the pipes.
i have changed the coolant sensor

Make sure your EGR is connected, something as simple as a vacuum line being off will make a huge difference

its running rich. being rich cools combustion temps down. once you get the CO and HC down, NOx may become a problem.
there are a number of things that will cause a motor to run rich. defective sensors, misfire, ignition problems, fuel pressure problems, computer problems.
there could be an exhaust leak in front of the O2 sensor or problems with the AIR injection system. if fresh air is being injected into the exhaust manifolds, the computer will see it as being lean and add fuel.
you'll need to check fuel pressure and scan it to see whats going on.

well there alot to do and i know theres alot to do with making it rich i just dont wanna fail emissions and if its not the stock way of having the air filter on will that help and the y pipe for the cats broke off, at the first post is what i have changed so far so next step should be fuel pressure regulator and then maybe computer i just dont know

Definitely check fuel pressure and the regulator vacuum port for fuel leaking from a ruptured diaphram. I'm confused by the numbers you posted. Generally, CO is first on the list and measured in percentage. A common limit is 1% or maybe .80%. HC is measured in parts per million(PPM). A common limit is 220ppm of your posted numbers, I don't see anything that looks familiar. Does the car run okay? Check the EGR for being stuck open. The air filter you have shouldn't affect emissions though the hot sir off your radiator isn't going to help performance. Do a search for "high flow airlid" to see what can be done to make your factory cold air intake flow some serious air.
Someone said use a scan tool. This is good advice. BLM will tell you if the system is trying to correct a rich condition or if it's seeing a false lean condition from a faulty O2 sensor or exhaust leak close to the O2 sensor.

thanks ill have to look in to all that and does any one know why a car wont start if the left radiator fan is running with the key in th on position and there is a clicking at the engine and clicks about every ten seconds and when it clicks the check engine light blinks with it and the car will not start at all just turns over but not start

ASE doc, although 0.80 HC is very low, i think those reading are in grams per mile.
z28 350, what state do you live in?
the no start with the clicking could be any thing.
the first thing i would look at is to see what is clicking. next check all the grounds 1 at a time while its acting up.
