I suspect: TPS is bad/needs adjustment. I just don't understand how you set the TPS...
It may not be able to be adjusted. Non adjustable. Connect a "jumper" with volt meter to it and verify with engine off key on the 0% TPS at about .50 volts. Then slowly advance the throttle and see a "smoooth " progression to 4.5V. If it jumps around it needs replacement. CE should have come on with code if bad TPS. I would check it anyway to rule it out.

Tunerpro5 says its .54 volts resting with the key on.

Yes, smooth, and consistent with pedal position.

If you'll look at the screenshot that Torn posted on the last page, you'll see the issue described. Pretty sure its not TPS related.
