Engine running rough and rich

I have a 1986 TPI 305 camero motor that runs rich. No power on a hill climb or from a dead stop or low RPM's.When the engine come up to around 2,000RPM's it comes alive.
I took off the the new air cleaner and the motor had run better, more responsive.
Im running a Spectre cone style air cleaner with 3'' tubing for proper placement around the engine.
Does this TPI require an Additional air box for an air demanding TPI, or can my MAF sensor be adjusted?

I would more suspect EGR was stuck open.....

Camaro ! , Any error codes ?
Have you checked fuel pressure drop ?

I will Check both the EGR and for pressure drop at the fuel rail.
