Setting TPS

It occurred to me if the TPS is set at .54 and at some point the idle screw in the throttle body has been moved, wouldn't that put the two out of sync? if the throttle blade wasn't in the correct position, then would the TPS be off?

Tps on speed density can range .54-.76 the ecm before starting will reference this as 0% throttle. But generally the tps on 90-92 is fixed not elongated holes and you will see .67-.76vdc.
