Did you use a scan tool when installing the TPS? If I remember right you adjust the TPS sensor so at idle the voltage will read .54 volts + or - .005 volts on the scan tool. Its also possible you have a bad TPS new from the box. It sounds related since I assume its idled ok before you changed it.

90-92 SD TPS aren't adjustable, nor can TPS signal level be responsible for a 2k rpm idle. Chances are the little tab on the TPS that meshes with the throttle linkage is on the wrong side of the throttle and holding it open. Simple fix to remove it and reinstall with the tab on the correct side.
