Loose valve cover bolts on centerbolt valve covers

Anyone else run into this? I am in the middle of detailling the engine bay in the Iroc and I noticed that all the valve cover bolts are loose. I had the same thing in my 91 Formula. I'm starting to wonder if there's some inherent problem with the design... Anyone else noticed this? After tightening these I'm guessing my oil leak problems will be fixed.
