converter not locking up

converter not locking up

I have the hypertech chip in my IROC. The PROM delays lockup to about 40 mph. I don't get to 40mph until I hit the interstate. I realized that the converter wasn't locking up. The fluid level is good, and the fluid looks and smells ok. What the hell is going on!?!? My mods are in my sig. Thanks for any help.

Update: I reinstalled the stock PROM with no luck (I know it was a longshot). I drove the car to work today after lunch around 12:30. It was fine when I drove home after work at 4pm. Then I came home changed clothes headed into town to get gas, and that's when I noticed that it wasn't locking. What if I was to temporarily hook up one of those manual lockup switches, go for a drive and hit the switch?
