TCC solenoid supposed to click or not?

TCC solenoid supposed to click or not?

I'm trying to diagnose whether or not my TCC solenoid is working properly or not cause I've been battling with my TC not locking up. I've verified that there is 12v to the solenoid and manually grounded it to the case and I think I heard on faint click but then I give and take away the manual ground and I can just feel the Solenoid pulse, but doesn't make any noise. Is this what is supposed to happen with a good solenoid or should it click everytime? Any help would be great.

If it has power / the wiring is intact, and it doesn't work, who cares if it clicks or not? You have found the problem.
