shifting problem

Car: 1989 gta
Engine: 350 mini ram, zz9
Transmission: 700r4
Axle/Gears: 3.27
shifting problem
i adjusted the tv cable, car downshifts right, but at wide open it will upshift say 2-3 at around 3,000.what do you think governor spring's or maybe it the tv cable. i noticed that if you press the button, slide it to the firewall, it doesnt ratchet. any idea's?
