700r4 Shifting At High RPM's

Transmission: T56
Axle/Gears: Moser 12-Bolt(4:30 w/spool)
700r4 Shifting At High RPM's
Before the car recently went 'under the knife', the car would shift fine around 2200rpms at a casual throttle(not getting on it, not babying).
Since we got the car back together, the car runs up the RPM's to extreme heights before shifting. If the engine/tranny is cold, the RPM's will run up to 3500rpms before shifting and that's even when I try to baby it. If I get up to around 3000rpms and let off the gas in hopes of it going ahead and shifting up... it stays in same gear. Also, if I put car in 2nd, which should allow car to shift up into 2nd... it will stay in 1st and never shift. The RPM's will just run up till I put the car into Drive(where it will then shift through the gears).
All we did with the tranny out is put in a new filter and new kickdown throttle cable, didn't do any other type of 'adjustments'.
Also the shifter selector is not exactly matching up to the gear that car is in... like if I put the shifter in Overdrive, it kinda sticks between Drive and Overdrive on the selector.
I need ideas, I dunno what the hell the problem is, and I refuse to drive the car like this and it absolutely sucks down gas since it's constantly running up the RPM's.

Make those adjustments before you burn that poor tranny up.

Breath first.
Than put the shifter in neutral with the cable to the trans disconnected.
Put the trans into Neutral as well.
Reinstall the cable and tighten. Check that it now engages each gear properly.
Should fix that issue.
After you accomplish this, set the TV cable by the GM method. Best for me is to push the slider all the way and then manually open the throttle slowly to WOT.
Should be good to go.
Did u make sure you got the old gasket out for the filter? That can cause issues as well. It prolly an issue of the shifter and TV cables being out of whack.

The shift selector is slightly off... but we got the problem fixed!
Turned out, my new throttle cable was too loose, had to tighten it up at the throttle body, shifting great now. For racing, I manually shift the car, so in Drive, I have it shifting around 2000rpms for fuel economy.
