How do I adjust my governor points

Because my trans shifts at 3800 at wot with the tv cable as tight as it goes. It has done this ever since I had it rebuilt. When I took it to the trans shop to have it fixed, all they did is put a spring on the cable up at the throttle body. All this did was make it shift at 3k and **** me off. This was supposed to be a checkup and they charged me 75 bucks to put that spring in.
I just want to know how to do it myself since I have wasted a total of 2500 dollars on transmissions in the last two years.

Car: 1986 Firebird
Engine: 2.8 V6
Transmission: 700R4
B&M sells a governor recalibration kit. You remove your governor, and add weights/springs as needed from the B&M kit. Contact them at http://www.bmracing.com - I haven't done the mod, Hot Rod did a feature on it a few years ago, and it seemed pretty easy.
