4L60E no 1-2 Shift unless I lift off the gas?

Axle/Gears: 3:08 POSI (out)
4L60E no 1-2 Shift unless I lift off the gas?
I can run it up to 35-45 mph and it doesen't shift from 1-2.
The tranny will only shift if I lift off the gas.
After it goes into 2nd it shifts fine into 3rd and 4th as long as
I don't romp on-it too hard in 2nd if I do it flares up (slips).
There are no codes and per the scanner, all the servos seem
to work.
Any guess before I rip it apart?
