stuck in first?

ok,,,i have a buddy who has an 88 z28 with a 305,,im unsure what tranny is in it...Im assuming a 700r4...im buying the car for 500 dollars....its really clean and the comp. is gone...it has an accel hei,and a holley 600 cfm.The problem is that the trans wont shift from first..It has reverse and first...the car ran fine,,but he claims it worked fine until one day he cut out the cat and put a piece of pipe in..after that the car wont shift from first...now i have not worked on or even seen a 700 up close,but in my knowledge of 350 turbos i know of a vacuum mod.on the passenger side of the trans,,is it the same on the 700's? what could cause it not to shift...does the 700 have a vacuum mod? anything else that could cause the problem? sorry for the length of the post..
is the car still worth 500 even with a smoked tranny?

The 700 does not have a modulator, it instead uses a TV cable that does the job of the modulator and kickdown cable combined. If the cable is disconnected, missadjusted or broken it will default into a failsafe mode. This causes late, harsh shifts. Did you try going up to @40 to see if it will shift then? Also a sticky Throttle Valve if stuck in the fully applied position can cause the same syptem as the cable.

Next is a a sticky Governor or a chewed up(likely) Governor gear. As far as being worth it, it depends on the condition of the car. I think almost every car I have driven in the past 10 years started out as one I bought that needed a tranny!

thanks for the info,,,,,the car is in great condition,,,its just that the guy doesnt want to deal with fixing the tranny.....
the tv cable is rigged to the holley with a thing that looks like a paper clip,,,,sounds like that could be the prob huh?

ok,,i just talked to the guy,and he said that if he runs out first then puts it in neutral revs it and throws it back in drive,it will shift,but 3rd or 4th is unreachable.If it is the governor,how much is the part and how hard is it to replace?
also at the sake of sounding like a dummy,
exactly where is the governor?

ya know,,,i was just reading another post about a lockup switch for the converter.
the car was injected but carbed now,,with all the extras(i.e vac adv.hei,no emission controls)with no lockup switch or computer,
would this contribute to the problem?
sorry for all the ?'s but ive always had manual trannies,,with almost no experience
with auto's(with the exeption of a few 350's in my friends cars)ahhhh!!! thanks anyways

The first thing that needs to be done is to correct the TV linkage problem. This tranny can NOT work properly W/O the proper signal to the TV Valve and with the geometry off, as it is, it will never be right.
