I did a search.61.5 inches, is the axle flange the part that the wheel studs are pressed into, or does that refer to the 4 bolt flange that the brake backing plate mounts to?

The part the wheel studs go through is the axle flange. That will be the outside limit (except for a drum or rotor) that your wheel will attach to.
The 3 or 4 bolt flange that holds the backing plate/caliper mount is the housing end.
