Slightly low line pressure and won't downshift under throttle

Slightly low line pressure and won't downshift under throttle
I finally got my pressure gauge and I get 80 psi at minimum TV cable tension in all gears except 1 and 2. Pressure is good in those gears. Going down the road at about 1500-2000 rpms, I get 160 psi which is 10 psi short for stock.
It also doesn't downshift under throttle increase, even WOT, but will downshift relative to speed.
Cable has been adjusted per spec many times, even by a trans tech. It is tighter than it should just to get decent unstacked shifts.
I recall the TV valve not being seated with the throttle closed, like it was loose, or the spring wasn't long enough? I'm not sure how its supposed to be so I'm not comfortable messing with it.
Any ideas what the problem could be or what I can look for in the valve body?

No one knows about 700r4 transmissions here? I think they came in pretty much every 5.7L 3rd gen.

I've read that, theres nothing in there about downshifting problems.

it's design is like that from factory. Yes do a shift kit should help but you could have some bad seals not sure . if you got alot of miles on it might as rebuild it too.

I totally feel your pain! I just put in my newly rebuilt 700r4 and the Transgo kit isn't the cure all when it comes to TV problems. I had Dana's kit installed, including the Transgo 2-3 kit. I have the Super Ram intake on mine, and I think it was seriously throwing off the TV geometry. I was experiencing the same problems you are, and I adjusted that cable so many times I wanted to scream! Whenever the shifts felt right, the cable was too tight to get full throttle travel up at the TB, and when you pulled the throttle all the way out by hand it'd just pull the cable out too many clicks again, resulting in low pressure and crummy shifts again. I even tried the TV corrector spring that you put on the throttle end of the cable, and that made it even worse. I finally came across a shorter TV wire link on ebay that's made by Sonnax. This is the piece that hooks the end of the cable to the swivel/plunger assembly down in the trans. It gives you quicker pressure rise with little pedal travel and offers a lot more adjustment on the throttle end of the cable. After about two weeks of fruitlessly adjusting mine, this cheap little piece finally fixed it! Now my shifts and downshifts are right where they should be.
