Fresh '94 4L60E no 3rd or 4th

I rebuilt a '94 4L60E. Upon getting it installed I had someone finish up. Here is where the problem may have started. I'll try to keep the story short.

I get a call at work saying it doesn't shift at all. -> He only put in 4 quarts + 2 in the new converter.
So, things could have gone bad right there even after he added fluid.

After adding another 4 quarts it has R, 1, 2, maybe 3/4. So he took it around the block.

Upon returning it has no 3/4, just slips.

Here's what I can think of for problem:

1. 3/4 burned up since he tried putting it in gear while very low on fluid.
2. A check ball didn't release since I used Vasoline to hold them in place(I usually don't and I did this time).
3. I messed up a nylon seal on Stator or Input shaft when I replaced them.
4. I messed up a seal somewhere in the 3-4 pistons
5. Shift solenoid went bad sometime during the rebuild.

!!LAST TIME I LET SOMEONE FINISH A PROJECT FOR ME!!

So far for troubleshooting I've had him pull the trans fuse to see if that changes anything. - No change
Checked speed output connection. - No change

Going to check:
Shift solenoids
Drop valve body to make sure check ***** are free
I may have to pick up a pressure guage if that doesn't turn up anything. I really don't want to drop the trans again to make sure a seal isn't messed up but I'm prepared to if I need. Problem is that the test ports are usually really stuck in there.

Any suggestions are welcome.

my bet is going to be on a torn seal. I've rebuilt a few 700r4's and have never had a problem with vasoline for the check *****. a pressure gauge would definately give you more info but I have a feeling you will have to drop the trans again. Even if the shift solenoids were defective or mistakenly not connected, you would have a CEL telling you there is a problem. Hopefully I'm wrong but since all the other gears are working, you may not have a choice. I know it sucks but I've been there too.

So I'm not very far off on my assumption. I remember being really cold, tired and grumpy when assembling the input hub/3-4 pistons. I'm sure something bad happened.

I don't think I've ever been able to get those test port plugs out before. Usually pretty corroded in there.
