simple for some
when someone says they have a 2400 stall put into a tranny,what dose that mean?

it means the advertised stall speed of the torque converter is 2400 rpm.

yup and most cars even stock benefit from a stall converter. But if it is too much it is no good. or if its a low quality.

A TC is actually two seperate parts, one spins inside the other - one part connected to motor, one connected to tranny. There are what looks like turbo fan blades inside. The motor turns, say at idle - there isn't enough 'torque' at idle for the fluid to get spun fast enough to catch the fan blades of the transmission side to make the transmission spin. At a higher "stall" speed (ie higher RPM), the pressure of the fluid getting spun by the motor side starts to spin the fan blades on the tranny side, thus starts making the transmission turn and make the car move.
So, in basic terms, a 2400rpm stall speed converter means the engine has to be turning at 2400rpms in order for the car to start moving. It's not quite that simple, cause if you take your foot off the brake at idle, the car will move ever so slightly. But think about having your foot on the brake, it takes until 2400rpm for the car to start really fighting the brakes.
Thus, you match your stall speed of your converter to your beginning of your power band. If you have a power band (determined by cam, intake, etc.) of like 1500 - 6000 - you don't want your car 'moving' under motor accelleration until sometime after 1500 rpms - that way your not wasting hp at a point that's not optimal powerband for your engine.
At the strip, it kinda means you can have your foot on the brake, rev the motor to just under 2400 rpm, and let off brake and mash gas at same time - your already in your "powerband" and thus getting the most performance per rpm out of your car.
None of this is 'literal' of course - but gives you an intuitive idea of the concept. There's alot of other stuff at play that maximizes your 'performance' at the track.

thanks,this last coment made it most clear,so a stock iroc 350 tpi would do good with a 2400 stall in normal street driveing or not?

The best thing you could do to "get" what a higher performance stall converted does for the car from a performance and drivability perspective is to drive a car with one.
