Engine redlines when i hit 30-40 mph...

Car: 1990 RS
Engine: 305 TBI (for now..)
Transmission: 700r4
Engine redlines when i hit 30-40 mph...
As soon as i hit somewhere between 30 and 40 mph my car will stop accelerating and the engine will rev up and redline, but i wont be goin anywhere. it also wont shift into 3rd. It has a 700R4 in it... any thoughts? thanks in advance.
