700r4 problem after rebuild

Just about finished with my rebuild now except for one thing my output and input shafts won't turn by hand no matter what gear it's in. They all turning fine even with the band in while rebuilding it but now after reinstalling the servo first the governor second and third the pump i can't turn either shaft either direction. I'm worried about putting back in the car and testing it because it could ruin the engine

How much end clearance do you have? Should be .005" - .025". How much band clearance do you have? .060" - .090" cover travel. Do not install it till you resolve the problem. The shaft will turn one way easy, and the other way will be harder, but the harder way should not change when the servo in installed.
