Why no engine braking in first gear?

Engine: H/C/I LS1
Transmission: 4L60E 3,200 Edge stall
Axle/Gears: 9 bolt w/3.90
Why no engine braking in first gear?
I know someone with this problem. Any ideas? 700r4. Feels like it's in neutral while coasting down to a stop. hitting the gas results in freespin for a bit then it's like dumping a clutch hard. Help please.

Same issue with my 700r. Mine is what you describe but in 1-2-3 but 4 is good still. It's been like this for years. I don't drive it much but when I do I make sure to chirp gears, lol. Issue doesn't seem to affect up shifts or slipping.
