700r4 want shift

on a fresh rebuild 88 700 r4 kind of hard when u put in gear reverse and forward and no up shift at all I checked all valve and the govern before I put it all together and they seam to work freely but I am missing something so I need help

Is the throttle cable properly adjusted?

yes i adjusted the cable and no difference
