Spring goes against the oil side.
if the unit had internal pressure, the recessed area where a spring is typically found goes against the oil and internal pressure would tend to help seal lip stay against the shaft.
The shallower ramp-up angle to the seal lip starts at the outside and goes"up to the lip at a lesser angle than the oil side. Don't confuse a second dust lip with the oil seal lip; output / yoke seals very commonly have double lip seals like this.
