Sounds like the accelerator pump in the carb is shot.

yeah, i agree. it sounds like your flooding the carberator, it is carbed right? well anyways when you push down the gas your accelerator pump is pushing too much gas into th carb. when you replave that replace the fuel filter too.

Actually, it would be the opposite. The fuel would be flowing past the accelerator pump instead of being squirted into the intake. The bog down would be caused by not enough fuel, too much air.

Since you just had the carb rebuilt, you should check EVERY vacuum line for cracks, or breaks. GM used some real crappy rubber hoses back in the day. A broken vacuum line going to the vacuum advance can cause a similar problem. One more itme to check, make sure the choke is working properly. If the choke doesn't open fully, it can cause what your describing.

You might want to try a shot at rebuilding it yourself, too. The Haynes 82-92 Firebird (or Camaro) manual gives steps and pictures for rebuilding the CCC (computer controlled carb) E2SE carb. (They say to leave the E4ME 4 barrel carb to a pro.) You can also look into a book by Doug Roe, the title is something like "Rebuilding Rochester Carburetors"... I'm sure if you searched at http://www.bn.com you'd find it. It's supposed to be "The" book for the GM/Rochester carb's, from the 60's up to the 80's. A carb rebuild kit is only about $35.

And if you want to get fancy, check out http://www.eastwoodcompany.com 's carb rebuild spray paints. You can get a silver or a gold paint... their free catalog shows a nice two-tone job done on a carb, the thing looks really hot!
