Idle problem and shakey volt meter

Hello I have a problem with my crappy V6. The car idles like crap when cold and the volt meter stays above the middle but shakes around alot. The computer says the egr is bad but does anyone know if this actually causes the symptoms I mentioned above. Also when it is cold and runs bad it just about stalls and then it revs up and then back down again on its own. 88 2.8 camaro

Yes a bad egr valve could cause that BUT

What condition are your vacuum lines in? If they're bad, an EGR code could be done as well.

What shape is the plugs, wires etc. maybe time for a tuneup?

Did you clean and reset the IAC?
