I'm still trying to figure out what the actual question here is. Normally you see something like "Who/What/Where/When/Why/How" in there.
I suggest asking a question instead of leaving a dumbfounding statement. Then we might be able to give you an answer that doesn't include a question of our own that sounds like "Huh?!"

The question: does your 2.8l f-body's torque converter lock up?

See, that makes a hell of a lot more sense. It should be locking up, so that is not a normal thing. A bad brake switch is definitly a possibility.

To solve my locking unlocking torque convertor activity on my 1985 Firebird I bought new speedo cable.
That solved my problem
What was problem?
Erratic speedo needle causing the situation.
Not kidding.
Yes a steady speedo needle is the thing you should look for.
To help ya
35 MPH
is 3rd gear lock up
45 MPH
is 4th gear lock up.
Applying brake unlocks (for obvious reason).
Speeding up also unlocks, it too.
Drive with "egg on gas pedal" and "see what happens" at those speeds.
You can feel the activity if all is well.

IF speedo bounces
then ya need "something".
Only you know if ya got a cable down there to speedo. Or electric stuff feeding signal to speedo.
And the cable NEW costs $20-$30. Only worthwhile effort solution is new. I did "other fix" and learned. Hard wasted effort way!
Now that ya know the score perhaps that is the clue you seek for knowing if ya got bad parts somewhere.
I had to be told how it works to know the solution, myself.
Even still, bouncing speedo is a big cause/clue for the proper TC operation.
Needle MUST be steady for proper operation.

had the bouncing speedo in mine last december, took me a new cable and a junkyard speedo. you can't get factory replacement speedo's anymore for theese cars if they are not the electric ones. and those i dunno about. mine cost me 350$ to send it to the garrage and have a ase certified master mechanic do it. Mullen's did great for me
