anyone else to confirm this? Someone on the electronics board said it was near the brake booster on the firewall but i thought that one was the fan control.

do you or did the car from a state or city where they do smog test???

One trick to pass is to make a hidden vacuum leak.
Though its not good to leak vacuum all the time.
[PO might have left it open so you would pass]

Is the car still starting?

Mine has the bad relay system. It was fried, melted along with the AC relay. Like the connectors over heated. N E ways I spent some time trying to fix it right then said hell with it. And so far I have been happy with things. I'm glad my car doesn't start till I get 7psi of oil pressure. I might have to crank it 1-2 times to start but its probably why the car has run so well with so many miles. Cause it was like that when I bought it 6-7 years ago.

a first little anoyance turned into a blessing once thought out.
The car shouldn't start till you get oil psi first, then prime the fuel pump and then start.

I think it should be like that on all cars. Start up wear causes the most damage and a dry start up causes even more. Sure someone already figured that out but cars lasting to long was counter productive to sales.

could that be a bad throttle position sensor?

surging is mostly caused by vacuum leaks and or bad intake gaskets.
