Im ready to order all the parts needed for the turbo install the only thing holding me back is the idea that I wont pass inspection with a turbo under the hood. In Ny they do the obdII test and our cars do not have that so i think they do a dyno , sniffer and visual. The only test im worried about is the visual and the sniffer. Any one that knows about this please shed some light on this for me.

Hate to tell you this, but they'll pop the hood and laugh. Emissions places will fail you for removing the egr- think about what they'll say when they see a turbo.
How often do you get tested? Your car should qualify for collector status pretty soon (no emissions). You could do the install after emissions is done. Then atleast you're covered until the next test...

It will depend on the actual rules for your area, and who it is that actually tests your car.
You should be able to find something online about your local e-testing rules.
On my truck, not only did I add a turbo, but also swapped in FWD top end and a few other items. I passed, with flying colours. All of my emmissions equipment was intact and functioning. The tail pipe sniffer came up cleaner than it would of had it been stock.

They're pretty tight on engine modifications here. Maybe he'll get lucky.

You could pass the tester a few extra bucks...
Places really don't like modifications that affect emissions. All of my emissiions stuff is removed since it stopped working but I don't have to get tested. Also find out when your state considers a car a "classic", I know here the car has to be 30 yrs old.

I don't know about other states than Arizona and Tennessee, but in those two, collector plates place rules on you: 1) no driving more than X amount of miles a year(I don't have the exact number on hand) 2) you are allowed to drive only to a show or a shop.

find a buddy / ask around about emissions. im sure someone will send you a PM about where to go. or find someone who has a passion for camaro's and doesn't mind an extra 10 bucks for lunch 

Just found out that in 3 years i wont need inspection anymore. Guess ill have to wait.

i work at an inspection place in ny thats privately.. your best bet is to go to a privately owned inspection building or a small business repair shop.. a lot of times they dont run all the tests.. if you have a car 95 or older.. you dont have to plug the car in and they will often give you a sticker.. just leave a tip and all should be good..
Verify antique status in your state- I think here in California it is pre-1975 or so... It is no longer dependent on the the age of the vehicle- we will have to smog our cars FOREVER.
