FLOODING 3.1 NEED HELP PLEASE

Engine: LS1, LQ9 6.0
Transmission: 4L60E, 4L60E
Axle/Gears: 2.73, 2.73
FLOODING 3.1 NEED HELP PLEASE
Just bought a 91 maro 3.1
This thing is pouring gas out of the intake. FP jumps when you hit the key then just falls off (all of it is pouring into the motor). Is this the regulator or could all the injectors be firing with the engine not running.
Trying to get it running today. Thanks all

Regulator had a hole in it.
